and the suitable assembly of experiences and knowledge.
The information necessity considers in all the levels,
from the one of superior direction, in the national and
international plans, to communitarian and the individual
one. There are two spheres of programs that must be applied
in order to guard because the decisions are based more
and more on trustworthy information, that is to say: a)
Reduction of the differences in the matter of data; b)
Improvement of the access to the information. "
